Abstract

[ES] Apenas han transcurrido veinte años desde que el físico inglés Tim Berners-Lee ideara la World Wide Web en el CERN, pero sus efectos cubren ya prácticamente todos los ámbitos de la actividad humana y producen, incluso, la desaparición de publicaciones venerables en papel, como la tradicional Memoria del Consejo Superior de Investigaciones Científicas, que se presenta este año, por primera vez, solamente en formato electrónico, siguiendo las indicaciones del Plan de Actuación 2006-2009, que preveía la informatización de todas las publicaciones y comunicaciones internas. En efecto, puesto que el CSIC tiene una página web que se actualiza diariamente, el concepto mismo de “memoria de actividades” ha perdido de alguna manera su sentido: hoy se puede seguir a través de la misma la actividad de la institución e, incluso, el día a día de todas las apariciones del CSIC en los medios de comunicación. En el ámbito institucional es, sin embargo, necesario destacar que en 2008 se ha producido, con la primera reunión del Consejo Rector el 19 de febrero, la efectiva constitución de la Agencia Estatal CSIC, de acuerdo con las previsiones de su Estatuto, aprobado por Real Decreto 1730/2007, de 21 de diciembre. A lo largo de este año han ido entrando en funcionamiento los diferentes órganos colegiados previstos en dicho Estatuto: Consejo Rector, Comisión de Control y Comité Interterritorial, celebrándose diversas reuniones que han permitido el desarrollo de las funciones que tienen atribuidas. Otro hito a resaltar es el inicio del nuevo Plan de Actuación 2010-2013, con un sistema de evaluación externa muy similar al utilizado en el Plan anterior 2006-2009. En este nuevo Plan de Actuación se incluyen, por primera vez, todas las unidades funcionales del CSIC (Centros, Institutos, Unidades Horizontales e Infraestructuras Científico-Técnicas), lo que significa un paso más en relación al Plan anterior que solo incluyó a los Institutos y algunas Unidades Horizontales. Este hecho supone un hito histórico ya que es la primera vez que una institución de estas características se evalúa en su totalidad. Por otra parte, y debido al incremento presupuestario sostenido en I+D, fue posible iniciar la construcción de cinco nuevos institutos, tres de los cuales pertenecen al área de biología y biomedicina, uno a Nanotecnología y otro a Agrogenómica, y un gran animalario, así como la adquisición de nuevas sedes en Bruselas y Roma, como apoyo al objetivo de internacionalización de nuestra institución. Otro ejemplo de nuestras actividades al servicio de la comunidad científica española es el inicio de la remodelación de la nueva Base Antártica Juan Carlos I, cuya finalización está prevista para el final de la campaña 2010-2011. En el ámbito de la investigación científica y técnica se destacan en los resúmenes de las Áreas Científico- Técnicas y de los Coordinadores Institucionales algunos de los logros conseguidos a lo largo del 2008. De manera genérica, lo más importante ha sido, sin duda, que de nuevo en los indicadores de investigación y transferencia del conocimiento este organismo ha seguido incrementando en cantidad y calidad sus publicaciones científicas, ha aumentado el número de patentes, proyectos, convenios y contratos, y ha incrementado sus recursos humanos, tanto de investigación como de personal técnico y de gestión. Todo ello nos ha permitido seguir siendo el tractor de la investigación de excelencia en España, en producción de conocimiento y en su transmisión a la sociedad, a la que en último término nos debemos.

[EN] Barely twenty years have passed since the English physicist Tim Berners-Lee came up with the idea of the World Wide Web while working at CERN, but its effects are being felt in almost every sphere of human activity, and it is even leading to the disappearance of venerable paper-based publications, such as the traditional Annual Report by the Spanish National Research Council (CSIC), which this year, for the first time, is being presented only in electronic format, following the guidelines laid down by the 2006-2009 Action Plan, which envisages the digitisation of all the CSIC’s publications and internal communications. Indeed, given that the CSIC has a website which is updated daily, the very concept of an “activity report” has lost some of its meaning; today it is possible to follow the institution’s activities directly via the web, or on a day-to-day basis in the media. One important milestone to mention in the institutional context, however, was that in 2008 the Executive Council, at its first meeting of the year on 19 February, enacted the new status of the CSIC as a State Agency, as envisaged in its statutes, which were passed by Royal Decree 1730/2007 on 21 December 2007. Over the course of the year the various collegiate bodies envisaged in the statutes have been brought into operation: the Executive Council, Control Commission, Interterritorial Commission, and various meetings have been held enabling them to perform the functions assigned to them. Another milestone was the start of the new 2010-2013 Action Plan, which has an external evaluation system similar to that used in the previous plan (2006-2009). For the first time this new Action Plan encompasses all the CSIC’s functional units (Centres, Institutes, Horizontal Units and Scientific/ Technical Infrastructures), representing another step forward in relation to the previous plan, which only included the Institutes and some of the Horizontal Units. This fact is another historic milestone, as it is the first time that the whole of an institution of the CSIC’s characteristics is evaluated. Also, as a result of the sustained increase in the budgetary allocations to R&D, it was possible to start building five new institutes, three of which belong to the biology and biomedicine area, one to Nanotechnology, another to Agrogenomics, as well as a large animal house, and to buy new premises in Brussels and Rome, lending support to the institution’s internationalisation goals. Another example of our activities in the service of the Spanish scientific community is the remodelling of the Juan Carlos I Antarctic Station, which is expected to be completed in time for the 2010-2011 season. In relation to scientific and technical research, the summaries of the scientific/technical areas and those of the institutional coordinators describing some of the achievements of 2008 stand out. In a general way, the most important thing has undoubtedly been the fact that the organisation has continued increasing the quantity and quality of its scientific publications, its number of patents, projects, agreements and contracts, and has increased its human resources, both in terms of researchers and technical and management personnel. Altogether this has allowed us to continue to drive high quality research in Spain, generate new knowledge and transmit it to society, which in the final analysis, is what supports our work.
