AbstractWhereas "corruption" is often narrowly understood as an unlawful practice of misappropriating public funds by public functionaries or politicians, this speech proposes a larger concept, as any malpractice substituting a different function for the one public norms and institutions are destined to exist. Some of those malpractices are legal, since in fact the root of the corruption lies in a bad conduct of legislators, who adopt laws in virtue of considerations different from the common good, e.g. party interests.
