This paper focuses on the influence of governance structures in rural development programs. The paper analyses the implementation of Mexican food security program (PESA) at local level, as well as the role of ADR (rural development agencies). Its authors stress some ambiguities of the PESA. Firstly, the PESA is a program based on a bottom-up approach of development, but it is interfered by top-down logics, which reduce the capacity of social players to participate in development strategies. Secondly, the PESA is a sector-oriented program aimed to grow the farming production, but its goal is to contribute to develop of territories where agriculture is not already the most important economic activity. Thirdly, the implementation of PESA is based on the role of private agencies of development (ADR) that are controlled by public institutions, so that it is reduced the social legitimacy of the program. The final conclusion is that it is not possible to improve the level of development of rural areas through farming sector-exclusively oriented programs. Its authors stress it is necessary to implement more integral policies aimed to improve the infrastructures, the social services and housing, and the education system and the health level of rural people.
