The ACCESS project arose from the belief that land-use modelling is an essential tool for the proper implementatlon of policy choices concerning the utilisation of resources. Such choices can be local or national, but should be supported by the best information, or estimates, that modern science inter alia can provide. Policy has to deal with options at different spatial and temporal scales, and we have made this a central part of the design of the ACCESS model. The scientific core of ACCESS is a robust method for the calculation of the soil-crop-water relationship, which is central to any attempt to assess the suitability of land for agricultural uses. Additional features are the ability to: • calculate soil hydraulic properties by means of widely-tested, robust pedo-transfer functions; • model soil-water movement in cracking soils; • assess the problem of soil salinity, using an expert system; • estimate soil erosion risk, and vulnerability to agro-chemicals. Most attempts to predict the effects of potential climate change on the agricultural productivity of soils have been made either for small intensively- managed experimental sites, or at scales and resolutions of several tens or hundreds of km.
