El Tratamiento Patrimonial de los Bienes Arqueológicos.

Abstract

[ES] El objetivo de este módulo es introducir al alumnado en las bases legales y administrativas para la gestión del Patrimonio Arqueológico. No obstante, en vez de adoptar únicamente una perspectiva didáctica de carácter reglamentarista y centrada en la legislación y los procesos administrativos, se adaptará además un punto de vista basado en la caracterización de las entidades arqueológicas como Bienes Patrimoniales en un territorio social y político. Esto significa que su conservación, gestión y valoración se debe realizar desde el reconocimiento de su situación y estima patrimonial en la actualidad. Si bien otros módulos muestran cómo se reconocen y describen esos bienes, cómo se establece su valor histórico, cómo se interviene sobre ellos y cómo se pueden revalorizar para añadirles valor y producir valor, este módulo se centrará en la definición de la naturaleza, carácter y situación actual de esos bienes. Su valor patrimonial deriva no de su origen pretérito o de su utilidad futura, sin o del hecho casi apriorístico de que son entidades que existen en el presente y como tales ocupan una cierta posición en el seno de las relaciones socio-políticas que constituyen el presente, determinada en primer lugar (pero no sólo) por el aprecio que la sociedad vuelve sobre ellos. Este planteamiento resume la propuesta teórica fundamental del módulo, así como el alcance de su línea argumental. Desde esta perspectiva, se tratará de mostrar la relación de los Bienes Arqueológicos con los principales contextos que condicionan (cuando no determinan) su actualidad: la política del suelo, el desarrollo urbano, la modificación del medio rural, el impacto ambiental, la legislación… Las diferentes asignaturas del módulo abordan todas estas temáticas y la problemática que desde ellas se plantea para el Patrimonio Arqueológico. Aunque no conforma el eje de organización del módulo, se debe advertir que la dicotomía argumental básica que atraviesa (y en parte vertebra) todos los contenidos del módulo es la dualidad urbano // rural. Se examinarán en detalle los problemas y las alternativas diferenciadas para gestionar el Patrimonio existente en cada uno de esos ambientes. Por su temática y orientación, los contenidos de este módulo, aunque centrados en Patrimonio Arqueológico, ofrecerán así mismo indicaciones y referencias concretas que podrán ser aplicadas a la gestión y tratamiento de todas las variedades del Patrimonio Cultural, fundamentalmente al constituido por bienes inmuebles.

[EN] The aim of this module is to introduce students to the legal and administrative procedures involved in the management of Cultural Heritage. However, instead of simply focusing on the legislation and procedures themselves, this module will also focus on characterising archaeological items as Heritage Elements against a social and political backdrop. This means that their conservation, management and presentation to the public must be made from the perspective of recognising their current situation and degree of recognition as heritage elements. Although other modules will deal with the question of how these elements are recognised and described, how their historical value is established, how work is carried out on them and how it is possible to enhance and promote them in order to produce value, this module will focus on defining the type, characteristics and current situation of these elements. If their value as heritage assets is not derived from their historical origins or future use, but instead the fact that they are simply elements that exist in the present and as such occupy a certain position within the socio-political relationships that constitute the present, determined primarily (but not uniquely) by how much they are appreciated by society. This approach sums up the theoretical proposal of the module, as well as the scope of its line of argument. From this perspective, the aim will be to show how Archaeological elements are associated with the main contexts that condition (or determine) their current situation: land use policies, urban development, modification of the rural environment, environmental impacts, or legislation. The different topics covered in the module explore al of these areas and the problems they pose to archaeological heritage. Although it is not the focal point of the module, it is important to note that the basic argument underlying (and partly structuring) all of the contents of the module is the duality between urban and rural settings. The module will explore in detail the problems and alternatives associated with managing heritage in each of these settings. Due to their themes and orientation, despite focusing on archaeological heritage, the contents of this module will also provide specific indications and references that can be applied to the management and treatment of all types of cultural heritage, essentially buildings and other types of structures.
