Abstract

[ES]Durante el 2004 se han producido cambios importantes en el CSIC, cambios que se ven refl ejados en el equipo directivo, en el formato de la Memoria, más acorde con los nuevos tiempos y que son el augurio de los cambios que el Organismo necesita realizar para participar de manera mas efi caz en la economía del conocimiento y en la creación de una sociedad de bienestar. Esta anualidad es, pues, de transición pero, quiero dejar en ella unas refl exiones sobre el CSIC, a un año de haber accedido a su presidencia. El CSIC constituye un instrumento importante de la política científi ca y tecnológica española y desempeña un papel marcadamente activo en la ejecución de las actividades de asesoramiento e investigación en el marco de aquella política. Su tarea se desarrolla, bien fomentando la investigación básica en sectores estratégicos, lo que sirve para orientar la defi nición de futuras prioridades de actuación, o bien apoyando la solución de los problemas técnicos y socioeconómicos del entorno, promoviendo la investigación aplicada y su proyección en el desarrollo sostenible e integral de él. Estas características, junto a las numerosas y variadas interacciones que esta institución desarrolla con OPIs, universidades, entes locales, regionales y económicos, así como con las empresas, confi eren al CSIC un relevante papel en la nucleación del sistema nacional de I+D+i. Aunque los científi cos y tecnólogos del CSIC representan sólo aproximadamente el 6% del personal que trabaja en I+D en España, a tiempo completo, su trabajo da lugar a un porcentaje netamente superior de la producción científi ca global del país. En efecto, en su conjunto, el CSIC (centros propios y mixtos) representa casi un 20% de la producción científi ca española, siendo así, por sí solo, el tercer sector institucional más productivo, tras el conjunto de las Universidades y el de los Hospitales

En las revistas científi cas de mayor prestigio y reconocimiento internacional, el porcentaje de contribuciones del CSIC en relación con el total nacional, alcanza valores superiores al 50%. Un análisis del factor de impacto, como índice de calidad de las publicaciones nacionales del CSIC y del mundo, pone de manifi esto que el factor de impacto medio del CSIC se encuentra muy cercano al mundial, y supera en más de un 20% al del conjunto español. El CSIC sobresale también como agente activo en la contribución a la propiedad industrial, con una generación de patentes que representa el 25% del total del sector público, en el que, además, es el primer cliente de la Ofi cina de Patentes Española. Consecuentemente el papel que desempeña el CSIC dentro del sistema I+D+i es esencial y trasciende al de un mero organismo ejecutor de investigación, elaborador de estadísticas e informes, o prestador de servicios técnicos. El CSIC es un elemento central para el desarrollo científi co y tecnológico del país, a la vez que dinamizador del sistema en su conjunto, que comparte recursos con otros agentes, a los que apoya en sus realizaciones de investigación, desarrollo tecnológico y formación, y aporta elementos de calidad científi ca. Con ello, contribuye sustancialmente al esfuerzo científi co-tecnológico de las administraciones públicas y a la vertebración del Estado en materia de I+D+i. Si el CSIC es así, es porque ha venido siendo así, porque ha llegado a ser de esta manera, gracias a las personas que en él trabajan. El capital humano, intelectual, laboral, social del organismo es el gran descubrimiento que he hecho en estos meses de presidencia, en los que he conocido ejemplos inolvidables de calidad, y calidez, humanas. Ellos, su dedicación y entrega han hecho del CSIC ese organismo del que todos nos sentimos orgulloso y al que todos queremos engrandecer. Pero la creación del Espacio Europeo de Investigación, la España de las Autonomías con competencias en I+D+i, la existencia de casi 70 universidades y un número aún mayor de hospitales que realizan investigación, requieren un CSIC mejor adaptado aún a los nuevos tiempos.

Los cambios que, en defi nitiva, se requieren, deberán convertir al CSIC en una plataforma capaz de contribuir, de manera signifi cativa, a la economía del conocimiento, con el fi n de crear riqueza, nuevos puestos de trabajo y bienestar, que garanticen la construcción de una España dueña de su futuro; una plataforma con proyección internacional, para participar en la estructuración del nuevo Espacio Europeo de Investigación y capaz de transmitir a la sociedad la necesidad de invertir en ciencia. La presentación de esta Memoria de 2004 no es sino una avanzadilla de esos cambios necesarios y urgentes que se avecinan. Pero los cambios necesarios no los puede hacer únicamente el presidente o el equipo directivo: sólo los conseguiremos si los acometemos entre todos, científi cos, personal técnico, personal administrativo, personal laboral, es decir, entre nosotros, el CSIC.

[EN] Important changes have taken place in the CSIC during the year 2004, as refl ected in the Executive body in the format of the Annual Report, more in line with the new times. These modifi cations augur the changes needed by the organization to participate more effectively in the economy of knowledge and the creation of a prosperous society. Although this year’s edition is transitional, I would like to refl ect some ideas on the CSIC, after a year as its president. The CSIC is an important instrument of Spanish scientific and technological policy, with a clear and active role in advisory and research activities within the framework of that policy. Its task is to stimulate basic research in strategic sectors, which guides the definition of future priorities for action, and to provide support in solving current technical and socioeconomic problems, promoting applied research, and its projection in sustainable and integral development. These characteristics, and the institution’s many and varied interactions with public research organizations, universities, as well as local, regional and economic organizations and with industry, grant the CSIC a key function in focusing the national R&D+I system. Although CSIC scientists and technologists represent only 6% of the full-time R&D personnel in Spain, their work gives rise to a much higher net percentage of the country’s overall scientifi c production. Together, the CSIC’s exclusive and joint centers supply almost 20% of Spanish scientifi c production, and is thus in itself the third most productive institutional sector, after the universities as a group and that of the hospitals.

In prestigious, internationally recognized scientific journals, the percentage of contributions by the CSIC compared to the national total is greater than 50%. Analysis of impact factor, as an index of the quality of CSIC publications compared to the rest of the world, shows that the CSIC average impact factor is very similar to world-wide levels, and surpasses that of Spain by more than 20%. The CSIC also stands out as an active agent in contribution to industrial property, generating patents that represent 25% of the total in the public sector, for which it is the Spanish Patent Offi ce’s top client. The role of the CSIC within the R&D+I system is thus essential, surpassing that of a mere executive organization for research, preparation of statistics and information, and provision of technical services. The CSIC is a central element in the scientifi c and technological development of the country, while it stimulates the system as a whole and shares resources with other agents, whom it supports in their research, technological development and training, and contributes elements of scientifi c quality. The CSIC is thus a signifi cant factor in the scientifi c effort of the public sector and the essential R&D+I structure of the country. If this is today’s CSIC, it has become so thanks to the people who work here. The human, intellectual, technical, and social capital of the organization is the great discovery I have made in these months as president, in which I have experienced unforgettable instances of human quality and sincerity. Through their dedication and commitment, these are the people who have made the CSIC an organization of which we all feel proud and that we all admire. The creation of the European Research Area, the Spain of the Autonomous Communities with authority for R&D+I, the existence of almost 70 universities and a greater number of research hospitals nonetheless require a CSIC even better adapted to these new times.

The changes required must transform the CSIC into a platform able to contribute signifi cantly to the economy of knowledge, to create prosperity, new jobs and well-being, that will guarantee the construction of a Spain master of its future. This platform must have international projection and be able to participate in structuring the new European Research Area and transmit to society the need for investment in science. The presentation of this Annual Report for 2004 is no more than a precursor of the necessary and urgent changes that approach. But the necessary changes cannot be made solely by the president or the Executive body: they can only be attained if they are undertaken together by the scientifi c, technical, administrative, support and service personnel; that is to say by all of us, the CSIC.
