Propuesta de un sistema de evaluación para bibliotecas universitarias

Abstract

[EN] In spite of the evident importance of performance evaluation in the planning, resource management and future development of any organization, this type of measurement has seldom been used in Spanish university libraries. However, budget restrictions, institutional pressure and a growing coneern with quality have obliged and are obliging our university libraries to increasingly set themselves the challenge of knowing and evaluating their own working system, with a view to improving their levels of benefit and efficiency. It is within this framework that we can situate the need for designing an evaluation system that will permit an appraisal of the functioning of these information units in a continuous and standardized way, and yield the qualitative data necessary for solid and well-grownded decision making. The system proposed herein facilitates this measuring on two levels: one that is merely descriptive and which obtains "raw" data on the different aspects involved in a university library, and one that is analytic and formulates indicators for the processing and interpretation of this information.

[ES] A pesar de la importancia evidente que tiene la evaluación del rendimiento en la elaboración de planes, gestión de recursos y desarrollo futuro de toda organización, este tipo de medición ha venido representando una práctica poco habitual en la biblioteca universitaria española. Sin embargo, las restricciones presupuestarias, las presiones institucionales y la preocupación creciente por la calidad han obligado y obligan a las bibliotecas de nuestras universidades a plantearse, cada vez con mayor frecuencia, el reto de conocer y valorar su propio funcionamiento, con miras a mejorar sus niveles de beneficio y eficacia. Es aquí donde cabe situar la necesidad de diseñar un sistema de evaluación que permita valorar la mar cha de estas unidades de información de un modo continuo y normalizado, proporcionando los datos cuantitativos imprescindibles para una toma de decisiones sólida y bien cimentada. El sistema que aquí se propone pretende facilitar esta medición a dos niveles: uno meramente descriptivo, en el que se obtengan datos "brutos" sobre los diferentes aspectos que configuran la realidad de la biblioteca universitaria; y otro analítico, mediante la formulación de indicadores que permitan el procesamiento e interpretación de esa información.
