Resumen:	To advance in the STI policies we need to improve the notion of “STI policy instruments”, through a stronger articulation in the context of the public policy literature on policy design, with better definitions, taxonomies and conceptual frameworks as a first step to develop good theories on the conditions under which policies affect performance and enable better effects.
